In a forceful statement that sent shockwaves through diplomatic circles, Secretary Marco Rubio sharply condemned Venezuelan President Nicolás Maduro’s regime, calling it “not a legitimate government” and accusing the socialist strongman of “breaking every deal he has ever signed.”

Rubio’s remarks didn’t stop there. He also took aim at a Biden-era agreement—once promoted as a major diplomatic breakthrough—now described as “a failed deal that no one talks about anymore.”


A Regime “You Cannot Trust to Honor Any Agreement”

According to Rubio, the collapse of every negotiation with Caracas is not due to U.S. strategy, but to Maduro himself:

“The president is a unique figure in modern American history. He’s prepared to sit down and meet and talk to anybody. But at the end of the day, there has to be somebody you can actually make a deal with. We’ve made a deal with the Chinese — but Maduro’s never kept a deal.”

Rubio stressed that even though President Trump is willing to negotiate with adversaries, “expecting Maduro to honor a deal has never worked—not once.”


The Biden-Era Deal: A Flicker of Hope That Quickly Collapsed

Under President Biden, U.S. officials believed that loosening specific sanctions might lead to:

  • Election reforms in Venezuela
  • Human-rights commitments
  • A democratic transition framework

But according to Rubio, Maduro took the economic relief and offered nothing in return.

“No one talks about that deal anymore — because it produced absolutely nothing.”

The agreement, once hailed by the administration, has now become a quiet embarrassment, overshadowed by the regime’s continued repression and refusal to implement promised reforms.


Rubio: Trump Can Negotiate — But Not With Someone Who Breaks Every Promise

Rubio defended President Trump’s foreign-policy approach, describing it as:

  • Willing to meet, but not willing to be deceived
  • Firm when agreements are violated
  • Focused on American interests above diplomatic theatrics

He emphasized:

“That doesn’t mean the president won’t try. But dealing with someone who breaks every agreement — that’s impossible.”


The Future of U.S.–Venezuela Relations: Only Uncertainty and Distrust

After Rubio’s comments, analysts say Washington is signaling:

  • Growing skepticism about any further negotiations with Maduro
  • Little confidence in Caracas’ willingness to reform
  • A possible return to Trump-style maximum-pressure policies

Rubio concluded that the United States cannot base its diplomacy on “a pattern of lies and broken commitments.”
